I believe maps wouldn't be so much of a worry if inventories were updated. Possibly to allow custom size and for you to be able to arrange/categorize your items better. Current system is fine if you don't have much but is like an ongoing headache when you have alot to carry all the time. This extends to maps ofcourse. It may have been great bragging power but carrying 200+ brutal maps around was not practical, especially not when wanting to level and then had to consider organizing all your brutals. Stacking maps would be a problem because of the "unique" nature maps. Off the top of my head there are 10 map locations, and 5 possible dungeons. So that's 50 different maps meaning 50 different stacks. This idea i'm afraid may only make the carrying/hoarding of MANY maps more practical, but the majority of players will feel no difference.

This is incorrect from what i've experienced. Stacked maps do already exist and contained the same location and dungeon for every map. This would rule out your random factor / currently in-use theory. However i have at times stumbled into another person's dungeon using my own map which i assume was identical to theirs. This i guess is deemed as a phenomenon because of the very low probability of it happening naturally.
