Same for HP, When someone knows your on low HP he attacks you faster then when he doesnt know.

Who would you shoot in real life, a person who can barely escape anymore or a person who can run away fast (to get a kill (yay!))

huh? The guy who's trapped would shoot you. The guy who has a chance to escape would go take cover and shoot at you.
