Why are PPA guns not tag-locked?

They're cheap due to last owners,AE is trying to buy them all.
A public version of ppa would be bad,raids would be unbalanced and too many peoples would abuse,also it wouldn't be more active since if peoples doesn't need protection now why would they do once it's public ? ppa isn't BHer.

They don't activate immediately. You have to hire them, they have to get on tag, say /PPA, and accept the mission. Usually when I'm hired for missions I don't press accept until I meet up with the player. I'm sure there are cases in which people press accept and don't show up, but that's the job of the player to cancel the contract and get back their money, or contact AE and let him know.
