Why are PPA guns not tag-locked?

Eventually we'd like to get rid of (or limit the number of) player-owned/player-operated businesses where the main point is stocking. It's impossible to compete with an NPC shop, so unless the shops sell different things, there's no point to it.

What I'd like to do is have more businesses that do something other than mine and press A. Era News is a good example. PPA is the kind of business I am thinking of, but it's a really lame example. PPA will most likely be scrapped or be changed somehow. None of us have come up with a good way to fix PPA yet, so we're open to suggestions.

Can you please tag lock the Weapons untill you get a way to fix them?
