Suggestion Box NPC update.

I am going to reduce the timer on the suggestion box dramatically.
Player input is a top priority for me, I tried to make a thread about one, because some things aren't able to be put in the pollhouse, however that thread got derailed by a couple people looking to cause problems here. Therefore You can use the suggestion NPC every 4 hours instead.
It is located just next to Supernicks in Graal City. All you Have to do is say /suggestion insert suggestion here

Example: say /suggestion Please put more apples in the vending machine
and it will send us a suggestion to put more apples in the vending machine.

Anyone that abuses this system will be banned from it, persistent abusers will face other reprocussions.
