You're also comparing 5k-20k guns to a PBP.. Obviously those guns aren't supposed to be amazing. I agree that the PBP isn't really that great right now and there was no reason to make it 24 damage instead of the original 25.

That's a good point, but I think the PBP needed a nerf in some capacity. Maybe in a different area rather than damage, but a nerf nonetheless.
Just because an item is rare/expensive doesn't mean it still shouldn't be balanced.
