The 4 bounty per kill only applies on spar. Other planets depend on how long the person is alive for before killing him + the amount of kills he obtains before dying.
1bounty = 15seconds
4bounty = per kill

500bounty = 385 exp I believe and $750 money.

No, it doesn't matter on what regular planet, also it doesn't matter how many each have killed or how long they survived. If one kills another his bounty raise by +4.

Edit: Unless you ment the bounty reward one gets for killing another, and not the increase of the ones own bounty.
