True but development has become a big part of Graal some people even pay just to develop.

Yup, I pay solely to make things which others pay to play-- yet I get no money?

I don't see how it's a scam if you consciously these points. Really, if it's such a obvious problem - and you acknowledge as such - wouldn't that make you very stupid?

Just pointing out that I'm yet to see another game where you pay to make the game.

It's like paying someone to be able to work for them.

I might just start playing Zodiac when my gk subscription runs out in 20 days, especially so I payed for 30 days of it and it ran out WITH my older subscription.

You don't "pay to make the game", you just don't get a free ride for doing so. It's my understanding that the successful playerworlds don't have to pay for their hosting, only the hosted servers (which generally attract zero or virtually zero new players while using up Graal's server resources and bandwidth) have to pay.
