There's a lot of things "nobody says" but we still take for granted.
Why should this be any different?
But the system implies its intention is for us to be constantly regenning during "battle".
It's not so much a balance between "battle" and "peace" items, but it's moreso the fact that a single stat is counter-acting itself.
Let me explain again:
1. Regen is supposed to speed up my healing, with some food sacrifice
2. In reality, regen's main effect is sacrificing my food, while giving me some healing. (Edit: This is where I should make it clear that the "regeneration" stat on 2 Rings of War kills my food too quickly even if i'm NOT battling.)
3. Regen becomes useless QUICKLY during a battle after my food meter is drained.
Conclusion: The system used to work better before. Change it back.

would make sense
if my food was being drained only because of battle. However, it's also being drained quickly when I'm NOT battling, and I'm simply casually walking around. It's slower, but it's still fast enough that I usually find myself at 0 because it's pointless to keep eating.
