Yes, they should do changes first.
But you're still wrong. It WOULD do good because there are things they've already changed and a reset would complement those changes.

Things should be written in stone and figured out before done. Either make something an event item, a craftable/creatable (crafted...alchemized...etc), or gift item (released regularly on holidays...). Event items should be limited in quantity. Craftable items should have no limit in how many can be on the server. And gift items should come out every holiday. And it should be the same ones every holiday, unless they don't have a real power-value (ie: dont realize powerful wizard hats christmas 2007, and then refuse to ever release them again because they're "unbalanced").
Many of you say things will occurr the same if there's a reset. This is untrue, yet true in some ways. It's untrue because after a reset, this time around, we'll be playing with all those "bugs" and balances fixed... now when new bugs and balances are fixed, and people aren't reset, that's when there'll be a new problem. Let's say there's a reset today. Yay. Everyone who benefitted from old stuff is back on the same opportunity level as everyone who didn't. Then tomorrow they mess with skills so that you can't learn ones that shouldn't pertain to your class. Well, everyone who learned them today gets to keep them, but everyone who starts tomorrow can't learn them...
I'll say it again;
The only advantage people who start earlier should have over people who join the game later is that advantage of time. Nothing else. Isn't that how most other games work anyways? They have a beta-testing phase to sort out all the bugs, then perhaps they reset (and even if they dont...at least the beta was limited to a few people...), and then the game is released publicly.
