There are two sides to every coin. It cannot be said that no one signs up or posts on the forums because of the way it is moderated.

I'd bet a shiny silver dollar that the actions are generally the same in the client (probably worse) than on the forums.

So cleaning up the forums, which is supposed to be an added feature to the game is a fruitful endeavor, while worrying about the game itself is not?

Yes you have to pay for the game to play, this includes the forum. The forum is not the object of your contract you have to pay for

you have to pay to have access to the forums, unless of course a magical gold/vip account comes out of nowhere for people who want access.
