People need to some patience, that's all. Using the Support Center instead of posting a thread like this would get him a quicker response, but yes, Darlene is right. Whoever originally created/upgraded the account is the account holder. Although, if the original account creator/upgrader misplaced the transaction ID #, but the other person who he/she was sharing account with has the new ID #, that may cause a problem obviously if the account is being fought over who's it now belongs to.
