I can't really speak for Vulcan I'm just using common sense. I'd say experience in being staff, having a responsible role, etc.

No. If people act like idiots all the time then they should be rightfully deemed as idiots. One can score high marks on test but that won't show how they act on Graal.

If PacMasta showed up and wanted to be ET i'd pretty damn sure Vulcan would laugh at his face. If someone has horrible history, Vulcan would know. He's a PWA.

2) Elaborating on what Crono said. If you were employing somebody, would you go for the extremely smart guy who knows how everything works, but doesn't get on with other staff, abuses his rights day in day out, gets into a lot of fights with players and can't see 2 feet infront of him because of his ego or hire the not so smart guy who only partially knows what he is doing, but gets on well with other staff, helps out players to the best of his ability, doesn't abuse his rights and is willing to learn? If you were a decent employer you would certainly choose the latter.

3) Those kind of things work both ways.
