If you person does not want to play this then drive to the police station and spend 1 min in a cell to have your sins forgotten.
They only get cop trouble if someone reports them, if you are not seen pking by a witness and the person you killed doesn't report you then you are fine.

2) Anyone can shoot police, it just means they'll get a bounty. so you can protect your gang members but you'll be risking your freedom. But gangmembers should be willing to take a bullet or a cell space for their don yes?

but yes you are right. the cop limitation is definately a bad thing. yeah forget the cop limit thing

Or they can just disable the system for themselves. Make it optional.

Or the entire family (assuming we're talking about morano family) can watch out for eachother. I mean how the hell do you figure a "cop" can jail a gang member when it's the same gang member that most likely has weapons that out-do the cops? It's the same gang member that raids other gang houses. This kind of stuff needs to be thought out. I can see a newbie pker getting jailed easily, of course. But I can't imagine a gang member being jailed, unless it was like an expendible noob from BB or something.
