You wouldn't necessarily have to make separate loan money. If someone IRL takes out a loan, then transfers that 5,000 dollars to a friend or another bank account, they still have to pay back whoever they took the loan from at some point. Just have the loan system start taking items (repo man!) or automatically taking any money the player earns if they haven't payed the loan back at a certain point.

The problem is people will get there friends on who dont play the server to take out loans and give them the money. That's why we are having this discussion.

Though if we are too ever get classic, I could make this like a VIP / Gold special instead of for all classics =o?

You could have the Bank-NPC, or possibly even a player who works as a banker (although this can lead to serious corruption) prescreen loan candidates, sort of like they do in real banks. If a player is brand new, a trial, or has very little activity on the server they cannot take out a loan, or can only take out a very small loan to start. Maybe that would work?
