I like the plan, and I agree with everyone that a nice war system that gets everyone involved would definetly be very beneficial. Not only would it mean fresh content, but it would allow newer players to feel more of a sense of belonging, and might keep them from getting discouraged and leaving.
Some ideas I have that sort of build upon what myth-simba said are:
Very high strength for walls/castles/fortifications, but an equally high attack bonus for siege weapons vs. buildings. This would add a sense of realism, as nearly all texts on warfare (From Medieval periods and farther back) admonish openly sieging an opponents fortifications unless completely prepared and absolutely necessary. However, if a nation tried to lock itself up inside their city or castle they would run out of resources, eventually forcing them out to fight.
More emphasis on strategy and tactics, rather than purely stats and running up and slashing each other. Perhaps give certain bonuses to players who manage to hold in a formation, while taking away from the attack power of players who scatter or are a certain distance away from a commanding officer.
Certain bonuses can be applied to attacking armies who can keep "supply lines" intact, allowing opponents to set up blockades or ambushes, thus adding another dimension to battles.
Perhaps add a stat for commanders, something like "Tactics" or "Strategy", or just use their Wisdom stats. The higher their skill is with this stat, the better their underlings perform.
Just some thoughts, someone mentioned how viable they are with the current GK playerbase. Perhaps if they released it to all players for a few days to let them get a taste, or put together a nice ad campaign to get the word out, it could revive the playerbase.
