While I 100% agree with you, if you look at it from a purely business perspective (as the GraalOnline adminstrators surely do) it does not make sense. Say the manager shuts down his server because SuperSaiyanGohanLevel90 (pretty amusing btw) makes crappy levels, that means that GraalOnline will start losing the 99 dollars that people shell out because they think their server will actually make it.

If the only playerworlds that were given space were the ones that actually stood a chance, we would have playerworld1-playerworld10, at most, as opposed to the playerworld1-playerworld9328493 that we have now. Losing that income would either mean GraalOnline failing or us having to pay way more for the servers that truly had a chance, as well as a significant hike in our VIP and Gold subscriptions as well.
