Aren't we suppose to check to make sure all materials are actually in possession of the person BEFORE they start building?

For members yes, but I think for non members we dont have to as it is up to them to make sure they complete their own house. Since Rum Town is near the non-member housing area, maybe that is why? I am not sure though.

I agree though I think we should limit approvals to the mayors and council of each town, so each town is responsible for its own incomplete houses and such.
