Account Issues?

This guy supposedly upgraded like 2 of my accounts. 1st time it says Banned for Paypal refund request, contact Unix. The 2nd time it says (and it does to his too b/c I looked) chargeback or whatever. Is this an error or is the guy trying to have me here?
