Tilelayer black upper tile issues

So, after a brief search through the forums, I can't find a solution to the black box tile issue.
I thought this was resolved long ago, but it's been awhile since I've played.
Is there any fix to this, I have the most current client and such and the black boxes still appear.
I can do update level and they go away but once I walk away and they go off screen, they come back when I walk back to them.
It is with a type1 tileset with 0-5 layers too fyi.
