How about we can global saying "TAKE BASE 1!" or maybe "Whoever takes base 1 gets a prize". We could offer small money prizes or so. It could encourage many people to go after the base.

Making it harder to take bases doesn't sound like encouragement for players to take bases... As Crono said, this has never been an issue. The current issue is that bases aren't captured, period.
