Basically depends on your definition of "dead", in-which case if it is defined by playercount alone while you could argue UN is slowly dieing, it is some way off being dead.

I wouldn't say you can define dead entirely through playercount though, dead would imply that there's absolutely no chance of coming back to life, and as has been seen many times playercount does fluctuate and server playercounts do undergo mini revivals.

Playercount is also highly influenced through external factors such as subscription prices, advertisement and accessibility, all ofwhich are things that may be improved within the not too distant future.
It would be too early to disregard PC Graal as being dead right now.

I will say this though, sometimes Stefan refers to the fact that people often said that Graal would be dead by now 10 years ago, and that in it still being here 10 years later this is proving them wrong.
I think it should be said that this has little to do with the quality of Graal as a game and how well it has been ran, but more to do with the countless players and developers that have stood by it.
