The current price is basicly based on the fact that the most expensive heads in shops cost 20k, so we cannot make personal heads lower than that because people could copy them and upload as personal head.
lol people still copy and steal my heads every second day.... and admins usually don't do anything about it :3 surprising your logic failed.
