2) This is totally dis-regarding the fact that gangs exist. If your gang leader is about to be arrested im pretty damn sure 10 members are ready to take a cop out. But of course no one will script such a thing so your gang leader is just being taken away by cops while the members can't do anything. I'm not crying about realism, im just complaining that such systems like this aren't well thought out.

If you person does not want to play this then drive to the police station and spend 1 min in a cell to have your sins forgotten.
They only get cop trouble if someone reports them, if you are not seen pking by a witness and the person you killed doesn't report you then you are fine.

2) Anyone can shoot police, it just means they'll get a bounty. so you can protect your gang members but you'll be risking your freedom. But gangmembers should be willing to take a bullet or a cell space for their don yes?

but yes you are right. the cop limitation is definately a bad thing. yeah forget the cop limit thing
