Which is a good thing. There's no reason why someone should be able to monopolize a given head name/number.

I don't remember if it had the npc codes or not, but people could easily copy and paste level work, gfx, and whatever.

It didn't give NPC scripts except for some light effects. I'd like to see some actual evidence that Alt+5 was causing widespread level theft, and even if it was, the fact that so many servers are using their own tilesets nowadays pretty much eliminates this problem.
