Novice Pirate Ranking

Since the whole Pirate ranking system now doesn't really exist, and is based upon players intuition, here are the new basis rules for all new recruits, aside maybe special circumstances.

Anyone newly recruited into the Pirates now, must start off as one of the Commoners, and must remain in that rank for atleast a week or so, before they can be ranked up toward being a crew member, or other rank areas (Like Priest, etc.).

This'll be good, as the Pirate isle will be more populated with Fishermen, and Peddlers, and all other job titles.
