No it doesn't. Manager in this context is just that - manager. Their only job is to manage the staff team, they don't need to develop. Many managers are, however, skilled in some form of development. Statistically, developers are more likely to stick around and eventually make it to manager because they contributed content to the server. PR/GP/FAQ/whatever tend to revolve more around the community and are more likely to leave because they haven't contributed as much to the content of their server, thus leaving them with less connection to whatever server they are working for.
