Was globally banned by Nemisis for harassing a player VIA phone.
It is nowhere in the graal code of conduct that states you cannot do that he would like a word with Stefan or Nemisis Asap

Right there. You have infringed upon the household of the player by calling them when they didn't wish to be contacted. Harassment also falls under defamation.

I still think the fact that they would call someone's house and harrass them is pretty damn sick. Nem made the right decission.

He did not "Harass" The person.
He never said he was going to hurt the person of hunt him down at all
All he did was just a few jokes with the guy like Pranks and the guy got all mad and stuff.

IT IS NOT AGAINST THE RULES TO CALL SOMEONE ON THE PHONE FROM GRALL EXPECIALLY WHEN THE CONVERSAITION WAS NOTHING ABOUT GRAAL

And there's always the old token rule that Graal can ban you for any other reason they like, or even with no reason.
