At the moment the tactics engine is uploaded on Testbed if people want to try it out. The code atm is not ready for a release though (need to tidy it up, fix variable names etc), but if people with some scripting background are interested in looking at the engine code for the algorithms or w/e etc. feel free to poke me with a PM here on the forums or on Testbed if you see me on there
