He's being scared when he has the power/authority to do what he wishes, but when he doesn't, he is staying in his place. You can't overrule your superiors unless you want to get fired; power cancels out what is right.

It's also kind of hilarious how Steve "hates" dutchies, but constantly works for them.

Not really too long, but since don't understand higher power above lower power it has to be explained that way.
