Echo

Why is echo() the same as sendtonc()?
Should it not send a message to all staff on RC?

That would be useful for a large number of things.
The first of which I can think of would be an auto-jail item using echo to alert RC staff of the jailing so that they could look into it.

It would be better if it only send the message to the person who executes/triggers it.

There are several uses for an echo function, to send to the RemoteControl chat. I had someone working on a bug system that would use the echo function, and I have a few debug commands for myself that use the echo function. However, RCs that do not have the right 'NPC-Control' cannot see the echo function in RC, making echo() the same thing as sendToNC().

Could it be made so an echo() function could be visible by every RC and not just those with NPC-Control?

Actually, I agree with both.
It would be very useful to have a client-only echo for the person that called it, but that would be hard to do for db's (scripter only? maybe the person that added/updated it last? reset maybe?) though easier for weapons (who fired the weapon?)
That way an infinite loop of debugging would only crash that one person instead of everyone.

The echo-to-all is also a good idea, though, as it has many uses as I stated before.
