Still though.. I never really thought the Idea of a Fish kingdom was.. Appealing. RP back then wasn't so great as we would want to think it was, Mostly it Was Dustari and it's internal RP and yeah there was the occasion of an external RP but it was never fun due to the whole "Lock em out and laugh" bit.

Just because they had a simple form of Government doesn't make them Anarchists. Besides what else do you think RP with other kingdoms is? It's always been pretty simple like that because if you stopped and tried to RP during a Battle you would normally get killed by the Unexperienced New recruit of the oposing kingdom who thinks shooting Fire balls everywhere is Role playing.
The only real way to even RP on Graal is if you were to form groups of Dedicated RPers or find a way to train new members of each kingdom on HOW to rp.
(Btw that doesn't mean make sure they know what IC and OOC is -_-)
