No, that's just what you find when you go after him. The logs show him dropping other items just fine.

They had a poll for the removal of cookies which mainly people had voted yes because they believed they had enough to heal themselves in the medkits you can buy so although i wouldn't mind seeing something that will remove poison i doubt that they will bring cookies back or replace them in another form like they mentioned in the thread that Deas posted above this one.
