Looks like Scripted Lighting effects. Logon the client, press F3, and under the Video Tab, uncheck 'Lights'. Also, make sure the option to 'Use a minimum of video resources' is checked off. Then completely close the client and see if the problem is fixed.
I did uncheck them all...nothing changed same thing as the picture on 1st post...
