It seems the NPC does not have a script to check the items handed to it, weather it is the item you have transmogrified and want unlocked, or a silver coin, it will remove 25 NC from your inventory anyways.
Be wary of your nihil coins around this quick handed NPC, or you will be without services and a few nihil short.
