New global command: /global autonpcserverstart true/false

We have added new global command: /global autonpcserverstart true/false
It works for server owners (same right as /global servercontrol).

By default the npcserver is automatically started if someone logins and the npcserver is down. If you want to do some stuff with the scripts (backups or replace scripts) then it can be good to turn off this behavior with the new command.
