How to speed up videos

ok i made a video of just randomly drawing in ms paint. total the video is like 20 somethin minutes, so in windows movie maker I put the effect in - Speed up, Half-. But the video is still like 13 minutes total and it doesnt even seem that fast, can someone halp me
