Question about tiles

I saw this today in UN Tag, and wondered how to do it? (The water with the dirt connecting it to the grass) Anybody willing to help?

Probably custom tiles, image, or they use tile layers

Those look like the Jule tiles with grass edges on the top instead of dirt.
