My buddy list only contains people who I actually play/played Graal with at one point or another. A lot of them are from my guild and most of them are local to Classic and play now. I don't really keep tabs on anyone globally, and I hate it when I have tons of buddies cramping up my playerlist, so apologies if you're not on my list and I'm on yours =x
