There is also a scoreboard outside bomboria trade where you can check the top 8 candidates.
In order to participate just login and vote. You will need at least 145 hours of in-game online time. If you wan't people to vote for you you will need an account that is either a lifetime account or already has a community name set.
You also cannot vote for yourself. So go ahead and pick someone from the list, I assure you it's listing correctly
