Ya, of course it is... but that doesn't mean it has to be what he said. I can release a single weapon, but it can look like crap and be worse than a newbie weapon. However, the fact that I released only one of them makes it rare. Will players bother to try to find/collect it? I dunno, but it's still a one-of-a-kind item.
