We have a tool right now that a scripter made so that they can read them from client... but it would be nice to simply have it set up as a right.

It was actually because of the problems with comments on both UN and Npulse being deleted that I suggested this to begin with. Having an additional box to check on rights didn't seem to be a big deal to me. One saying Change Comments and another saying Read Comments. Many need the ability to read them but not everyone needs the ability to change them.
