Moderators and Rep

Should moderators be able to give out negative rep? I mean, a certain moderator is the #1 reason I'm in the red, having contributed over -20 points to my score. Just because a post of mine doesn't break the rules, but may throw some into question, this person gives me neg rep.
I'll probably get another whopping -10 (or more) points from this person for this post.
Anyone else think this is unfair, since moderators can remove rep, and therefore have a high rep, as well as high rep powers, even if they should have negrep because most of their actions are disliked by the community?
What are your thoughts on the matter of moderators abusing their high rep abilities?
