Global hats - How do I get them?

I recently formatted and the global hats didn't download for me and they don't seem to be uploaded onto any servers that I play, therefore I can't see them.

How do you get them these days?

I always assumed you got them by hitting install packages?

And doesn't matter anyway, they always get saved over by incompetent Uploaders :(

People always delete the awesome red sunglasses hat. I haven't seen servers actually using it since Babylon. They've replaced it with something crappy :cry:.

I don't have a lot of hats either, they should be added to install packages.
