Pretty sure you can still define one that doesn't exist yet and have it automatically download for players.
However, it's kind of frowned upon to overwrite files that already exist on other servers as well by using the same name scheme, so a lot of servers use their own prefixes and whatnot. It's really the better way to go anyway, since all of your files will end up in the same folder on everyone's computer that way. Makes it easier to find things if you lose the original copy or something.
