Are staff allowed to. . .?
Are they allowed to evade your privacy, as in, going through your PM history with other people, going through your "messages" you've sent in-game through a chat tool, etc.

PMs: No, and they (literally and technically) can't anyway.
In-game chat or chat tools: Yes. Classic servers will probably tell you their policy on logging if you speak with the manager or police admin or so, but I wouldn't trust it for sharing sensitive information (phone numbers etc)—I wouldn't trust PMs for that either, though. |

Staff are required to spy on all PM's and chat due to the Patriot Act. I think the government thinks terrorist are plotting to harm the U.S. by communicating through Graal. Please report all suspicious people to your local police station

Yes, servers are indeed allowed to monitor private messages if there is suspicion of 'bug abuse, disruptive behavior, or other illegal activities', in addition to 'abusive' activities. Whether or not it is technically possibly for non-Graal Online administrators to do so, I'm not entirely sure.
