Ive been having some issues with teh graphics and i dont know whats wrong with it...heres a pic for example...

I think this problem occurs if you're running 2 programs that are using directdraw at the same time.
It used to happen to me when I was running 2 instances of graal at once.
If you press Alt + Enter to go into fullscreen mode and then Alt + Enter again to return to windowed mode it should be temporarily fixed, but then if you click off the window it'll mess up again.

I did uncheck them all...nothing changed same thing as the picture on 1st post...

This is an error with light effects that occur if you change how much resources your computer should spend on graphics, it should be at optimum.. atleast I can change that with any ATi computer Ive tried.

right click my computer -> properties and theres your CPU & RAM info

right click on your desktop, properties, settings, and tell us what it says under Display. for example "lollin on NVIDIA Geforce 7600GT"

I used to have that problem when I played in minimized screen, but it would clear up in full screen. I don't know why it happened, but it cleared up eventually.

i think he has to update his drivers + directx. he doesn't even know what he has so...x_x!

Me = a little *_* last night and now i remember it was "dxdiag" to check my stuff. I think my card might just be outdated because my first one died ouit a couple weeks ago and im using backup...

Update graphic drivers.

Then put color settngs on either 16-bit or 32-bit. Even 64-bit, if it's possible.

You're on 24-bit, I assume; which doesn't function proper.
