As far as pming staff why isn't it allowed for staff already..?

That's like saying If I played on WoW and I sent in a report and I was trying to talk to the GM and suddenly I'm getting interrupted by

Now players sure it's alright but i think 30 seconds would be more fair and staff to player talk have the restriction lifted entirely.

It was just an example. New players being able to communicate with staff members in general without restriction seems like common sense to me. It could be for any number of reasons, but I know if I was a new player and wanted to ask someone a question but couldn't, I would just log off.

Making trials wait 60 seconds to get help from staff is just terrible customer service (or potential-customer service =p).

I think it really does need doing, and to be honest getting it done before Christmas would be perfect since usually during the holiday periods servers get an influx of new players.

Although that might be true trials still may need to contact other staff members such as Managers, Admins, and GPs and the 60 second rule is limiting it.

Nah. It's fine as it is now. Stefan removed the 60s limit for staff members in a recent server update, the rest is fine.
