He was rehired as a developer at the same time I was originally hired as a developer, and he worked his way up from there. When Rabid quit, he named Jeff as the Co-Manager in his stead.

Since when do managers have to know how to script/make levels/etc? Managers need to manage. That's like saying level makers have to know how to script and make graphics. They're there to make levels; not NPCs or graphics.
