Press F7 and mouseover them on the playerlist, it should give you a pc:id to pillor.

And not to point any fingers, but I'm fairly confident that it's been that Angry Pancake guy doing it a lot. Not saying it is, but it seems like it.

Not really much point of putting them in the pillory because they can use the speed/wall hacking tools to get out of it.

But they cant actually do anything because they still have the pillory stocks, so they can't grab to enter buildings, pick anything up or attack anything.
